‘Alien Seamen’ or ‘Imperial Family’? Race, Belonging and British Sailors of Colour in the Royal Navy, 1939–47

Abstract In October 1939, the British Government lifted a formal ‘colour bar’ to military service for duration of hostilities. Yet despite state’s rhetoric multi-racial, multi-ethnic ‘People’s War’, racial discrimination continued pervade Britain’s wartime armed forces. particular, Royal Navy (RN) fiercely resisted opening up naval eligible men colour. Providing fresh critical perspective on Admiralty records, this article establishes that Second World War catalysed significant shift from codified de jure structure exclusion in Navy, more informal system was rooted complex and diffuse web facto racist recruiting practices. It demonstrates ways which, between temporary removal 1939 its permanent abolition 1947, RN enacted series complicated covert mechanisms were designed shut out colour by stealth as far possible. The also scrutinises number letters protest written behalf Black West Indian, Maltese Anglo-Indian individuals who denied entry Service. These letter-writers collectively sought expose Navy’s hidden challenge, with varying degrees individual success, institution’s practices exclusion. Overall, ascertains how contested meanings ‘race’, national ‘belonging’ ‘Britishness’ invested during War.
